My windshield has a 5 inch, single crack on passenger side. It does not enhibit drivers vision. Will that pass Tech Insp, or not? Thanks in advance.

I'm not a scrutineer, but I think it will be OK as long as your helment has a face shield. You'd probably be OK with an open face helment, too, but eye protection is good when there's any risk of the windshield caving in.
