I have run several non-SCCA open track events (MCA, SVTOA, etc), but have never run an SCCA track event. Car is a 2007 Mustang GT that is prepped to the Solo-II E-Stock Prepared rules. I have previously been involved with SCCA racing and (more recently) vintage racing and I know that for those activities, you can get a pre-tech for the car so you don't show up with a car that won't pass tech (and ruin your weekend). Is there such a thing for PDX/Time Trials? I'd hate to drag the car to an SCCA PDX/Time Trial event just to find out that SCCA requires something (that the others don't) and I don't have it on the car.

I am well aware of the forms that are available on the site. I'm referring to something a bit different, like the "yearly tech" that race cars (can) get. It does no good to show up at the track and be told that something installed on the car (safety equipment) is not right - there goes your day/weekend because "at the track" is not the place to be fixing stuff like that. And please don't say "just read the supps/GCR/rulebook" because we all know that those are subject to interpretation.
I'm asking if something like the "yearly tech" is available for PDX/Time Trials. By your answer, I'm guessing that the answer is "no".

There is no PDX Specific Annual Tech unless your vehicle happens to be an SCCA Race Car and you have had the 2010 Annual Tech done. In that case you've got the sticker and it's noted in the vehicle log book. We can't do it for PDX because the majority of our cars are street machines and while a lot of folks are good about keeping them up to date not all are. Your best bet is to download the Pre-Tech forms and if you can get all those issues signed off, and it looks decent at the event there should be no problem. I don't think we've ever sent someone home if they had a valid pre tech sheet signed off. But if there is a problem ask to see me.
