Unfortunately, racing (wheel-to-wheel) is a relatively expensive sport; there's just no way around that. My first suggestion would be to find a career that pays well enough that you can afford to race. Then start looking for a "starter" car; you can sometimes find a car that is race ready for $2k-$3k, if you come across someone who is getting out of racing (usually because they can't afford it any more).
The first step I would suggest - if you have a street car that is capable - is to enter a PDX or Friday at the Track event, and see if you really want to go further. Many people are content to stay at that level, and never feel the need to go into w2w racing. Also, the DC Region has a program for their PDXs where you can get a free track day if you come out and work three events. That might be a way to go if you can't afford the fee for a PDX.
Another option that most anyone can afford is autocross (also called Solo in the SCCA). For about $35 or so you can enter an event and get 4 timed runs around a course laid out with cones in a large parking lot. A lot of road racers started with autocross, and it's a lot of fun for not much $$$.
One last suggestion; there is a book out called "Go Ahead and Take the Wheel" that you can find on the SCCA's website, or at the website here. It is a great book on what it takes to get started in racing.
Good luck.
