Committee Objectives
Consistent with its authority under Article IV “Administration” of the By Laws of the Washington DC Region SCCA Inc. (WDCR), the Board of Directors (Board) hereby establishes a HPDE and Time Trials Committee (“PC”) to regulate the HPDE and Time Trials activities of the Region. The PC shall ensure that all HPDE events conducted by WDCR provide a positive experience for participants that emphasizes safety and operates in conformance with the Sports Car Club of America’s (SCCA) Time Trail Rules. The PC shall ensure that all national and regional Time Trial events conducted by WDCR provide a positive and competitive experience for drivers and that all participants have an opportunity to compete safely and in conformance with the Sports Car Club of America’s (SCCA) Time Trail Rules. The PC is expected to consider both membership and financial implications in their actions.

Committee Responsibilities
The PC’s responsibilities shall include, but are not limited to, the following:

• Suggesting new HPDE and Time Trail events that will enhance the member value of the Region’s HPDE and Time Trial program.

• Determining what HPDE and Time Trail events are in the best interest of WDCR members and WDCR’s financial success.

• Creating and/or modifying the supplementary rules for any WDCR HPDE and Time Trial event.

• Organizing and executing all WDCR HPDE and Time Trials events.

HPDE and Time Trial Chairman
The Board will appoint a HPDE and Time Trials Chairman from the members of the PC who will serve as the chair and will organize and direct the activities of the PC.

HPDE and Time Trial Committee Composition
The PC shall be composed of no less than 7 members. As a minimum the committee shall be composed of the Chief Safety Steward, the Chief Driving Instructor and the Chief Steward. Individuals serving in theses positions must be qualified at the Official level in accordance with the National SCCA Time Trials rules. The other voting members of the committee shall serve as the Chief of Grid, the Chief of Workers, the Chief of Timing and the Registrar. Other qualified individuals may be allowed to serve in these positions at events. Additional non-voting members may be appointed to the committee by the chairman. Committee members are appointed annually by the PC Chairman to serve as chiefs of the positions necessary to run an event. All PC members are expected, as part of their duties, to actively seek the input of the region's HPDE and Time Trials community regarding matters before the PC and to fairly and accurately present the suggestions they receive to the committee.

Decision Making Procedures
The PC should reach decisions by consensus. However, absent a clear consensus, the PC Chairman will call for a vote. For a matter to be approved by a vote, it must be approved by a majority of the voting members. PC members are expected to perform their duties with respect for their fellow members. The chair will employ “Roberts Rules of Order,” as needed, to manage the meetings of the HPDE and Time Trials committee.
